1. Contents of Shenzhen’s one-child policy
Shenzhen City includes “couples in which both or one party has a household registration in Shenzhen, one party is an only child, and both parties together have one child” into the scope of special approval for family planning.
1. Citizens who can apply for a second child in Shenzhen
If you meet the following three conditions, you can apply for a second child:
(1) Both parties or one party has Shenzhen household registration;
(2) One party is an only child;
(3) Both parties have a total of 1 child. 
2. Yes Citizens recognized as “only children”
Citizens who meet one of the following three conditions can be recognized as “only children”:
(1) I am the only child of my parents child. That is: no half-brothers, no half-fathers, no half-brothers, no adopted siblings.
(2) I am an only child legally adopted by my parents. That is: adopted by adoptive parents in accordance with the law, and is the only child of the adoptive parents.
(3) Parents give birth to (adopt according to law) two or more children in accordance with the law. The other children are dead and unborn. I am the only surviving child of my parents. That is: I am the only surviving child of my parents, and my other deceased siblings have no descendants.
3. Second-child application department
Couples who meet the application conditions can apply to the following family planning agencies to have another child.
(1) If only one of the spouses has a household registration in Shenzhen, he or she must apply to the Family Planning Office of the Shenzhen Municipal People\’s Government (subdistrict office) where the household registration is located to have another child.
(2) Both husband and wife have registered permanent residence in Shenzhen City. Among them, if both parties have agricultural household registration, they should apply to the family planning office of the town people\’s government (subdistrict office) where the husband\’s household registration is located to have another child; if the household registration is of other types, he should apply to the family planning office of the town people\’s government (subdistrict office) where the woman\’s household registration is located. 4. Materials required to apply for an independent second child in Shenzhen
(1) Copies and originals of resident ID card, marriage certificate, household register (household registration certificate);
(2) A recent two-inch photo of both husband and wife;
(3) An only child must provide a certificate issued by the place where his parents were born or where they have their household registration proving that they are an only child;
